"I welcome this report, which arranges the implementation of this convention and the recommendations adopted by the North-East Atlantic Fisheries Commission (NEAFC), allowing the adoption of control and enforcement measures for all fishing vessels which are being used, or are intended to be used, in fishing-oriented activities as fisheries resources. Some of these provisions were incorporated into EU legislation through the annual total allowable catch (TAC) regulations and quotas, and the rapporteur’s position should be supported with respect to rejecting this past method, as the legislation is becoming confused and is having a negative effect on the credibility of the EU. The highest priority needs to be given to the implementation of measures by regional fisheries organisations (RFOs) for combating illegal fishing, so that the system of monitoring and enforcement adopted by this convention should be rapidly implemented in EU law, with Parliament informed in a comprehensive and timely manner of all stages of the negotiations with RFOs, ensuring that observers from this institution are present at the negotiations."@en1
