"Within the European Union, a merely descriptive term such as ‘precarious women workers’ still contains two forms of discrimination, both of them very serious. The first concerns the issue of women’s work, which has been addressed from a modern, sustainable viewpoint in another dossier in this part-session. The second concerns the two-tier labour market found in many Member States, in which some workers enjoy rights and protection, while others are at the mercy of circumstances usually beyond their control. If we look at the data objectively, it seems increasingly evident that in the future, regular employment will also involve accepting greater risks than has been the case until now. Such change should, however, be managed to avoid speculation to the detriment of the weakest individuals in contractual terms, particularly those who find themselves in disadvantaged situations. The European institutions have a duty to avoid discrimination and to allow everyone to freely attain their own occupational targets, in line with their abilities, aptitudes and inclinations. I take this opportunity to point out that further research on precarious work by women would be useful for planning action aimed at removing obstacles, without being too invasive."@en1
