"Mr President, ladies and gentlemen, first of all, I must thank the Commissioner because the document actually exists. This time, we are talking about something on paper and not – as has happened on several occasions – just words that have been spoken but not yet turned into a tangible document. Even so, as happens whenever one makes an initial assessment of a document, one finds both positive and negative aspects in it. Partly I see the glass half full, because it talks about own resources, a subject that this Parliament was hoping would be dealt with some time ago so as to reduce the Member States’ contributions and increase the chance of making the major investments that Europe needs. On the new multiannual financial framework, it talks about a term of five plus five years, but I fear there will be another mid-term review because, if the next review is anything like the last one, for which we had to wait for such a long time, it will certainly not be a positive move. However, it also talks about a connection with the Europe 2020 strategy, and that is something I agree with, as it is one of the stated priorities of this House. On the other hand, however, I also see the glass half empty, because with regard to the common agricultural policy, it makes plenty of references to the public goods and services that agriculture must produce for people but very few to primary agricultural production and the competitiveness of the sector."@en1
