"Madam President, I would like to point out a problem with the allocation of speaking time in this debate. Mrs Herczog pointed out that the Committee on Industry, Research and Energy did not receive any speaking time. The reason for that is that they tabled their proposals for the budget in another form, rather than actually tabling a formal opinion. It is not reasonable that this should lead to this committee being punished for choosing a more effective way of working than tabling a formal opinion. There has also been some confusion between those two parts of the debate – this 2011 debate and the budget review now coming up. As you may have seen, of the last five speakers in the previous debate, four were S&D speakers. In the coming debate, we will only have one S&D speaker but I think half a dozen EPP speakers. There has been some kind of confusion between the secretariat, the President and the political groups. I do not know who made the mistakes – perhaps we did – but let us just have a look at this for the future so that we can have a more reasonable allocation of speaking time in those debates."@en1
