lpv:translated text	"Mr President, the 2011 budget is the first Union budget under the new provisions of the Treaty of Lisbon. Our rapporteurs have done some very good work on behalf of the European institutions, for which I thank them. Our Parliament has managed to resist the pressures to impose budgetary austerity at the expense of our priorities, particularly in the area of sustainable development. We welcome some of the amendments that have been approved. As a Corsican Member, I therefore welcome the fact that European funds are henceforth available to the threatened languages in Europe, regardless of their status within their Member State. We believe, also, that this EU budget raises debates which are essential for the future of Europe. The vote in favour of the 2011 budget is, as far as we are concerned, a first step. Parliament’s work is only just beginning. Firstly, we must make our new powers work. The Commission and the Heads of State have received interesting signals in this respect, notably concerning the ITER project. Secondly, we must initiate a discussion, and consequently establish a balance of power, for our resources to be increased on the occasion of the forthcoming multiannual financial framework for 2014-2020. We need the Union to have its own resources such as a tax on financial transactions or the introduction of a European carbon tax. The 2011 budget therefore introduces debates explicitly, even if they are only written in symbolically. Through this budget, Parliament has taken the measure of its new responsibilities and is preparing for debates which will determine the future of the Union."@en1
