"Madam President, ladies and gentlemen, I think the genuine satisfaction that has emerged in this debate shows that Members were aware of just how difficult yet important the task facing us was. How to unify functions associated with different policies and subject to different decision-making procedures in order to make the European Union’s external actions more consistent, without endangering the nature of certain policies, but embracing the contributions of bodies operating in the field of the common security and defence policy, was not merely a problem of European law or administration science or a test of the power relations between institutions. Instead, it was a necessary condition if we were to endow the High Representative with an instrument that could enhance Europe’s potential on the world stage, strengthen its role as a civilised power, and allow us to act more effectively in the Middle East, the Horn of Africa, the Caucasus or the Balkans. Well, I think we have risen to the challenge marvellously, and so our satisfaction is fully justified. The High Representative will, I believe, enjoy Parliament’s exacting support as she performs her duties."@en1
