"Madam President, we all agree that the External Action Service is an historic opportunity for European integration. However, we need to have a broad perspective on it, as this is not the time for internal battles about resources being transferred or being retained in the short term, or for wars between the different European institutions.
Instead, what we need now is to have a general view of what the European Union has to be in the world; in other words, we need to do exactly the opposite of what happened a few days ago when the Nobel Peace Prize was awarded, when too many voices were heard from Europe, which were not all brave voices. I should point out that one of the exceptions to this was the President of this House, Mr Buzek, who produced a brilliant and commendable statement."@en1
