"Mr President, Commissioners, it is surprising that before a further financial framework is agreed, we often have discussions whose purpose is to defend cohesion policy, a policy which has proved to be one of the most effective and most visible in the European Union. In fact, discussion of cohesion policy is, to a great extent, discussion about the European Union – about what the Union is, how it is supposed to function and how it is supposed to be understood by the citizens. We are not only talking about money; we are also thinking of whether we are really putting in place measures which lead to economic growth. We need to take note of the fact that cohesion policy is a very special instrument, because it combines, on the one hand, reduction of disparities with the support of measures which lead to greater competitiveness. These two objectives are not incompatible – they make cohesion policy favourable to development. It is worth talking about this, because the policy is not one of charity, but is, in fact, a policy of measures intended to assist development. This is why it is part of the EU 2020 strategy. Furthermore, it is worth saying that it is the only policy which is extremely complicated in terms of putting it into effect, because it is based on a common administration which is shared with the Member States. This means, on the one hand, that the instruments involved are extremely difficult and the procedures are very complicated, but, on the other, it produces a clear effect of cooperation between the European Union, Member States and local authorities. In view of this, let us not defend cohesion policy only in the context of the new economic conditions. Let us give thought to how to improve and strengthen it."@en1
