"Mr President, we all agree that the cohesion policy has had a very positive impact so far. This is visible and recognisable. However, there are different ideas for the post-2013 cohesion policy. We should further develop and adapt it to the new challenges and realities by building on its achievements and not by totally transforming the policy. This is equally important both for its basic principles and for the future budget. We need actions and they must be supported by adequate resources from the EU and national budgets. The Committee on Budgets has recently stressed that an effort will be made to avoid big losers as far as future allocations from the structural funds are concerned. I strongly hope that the new Member States will not fall into the category of big losers. Therefore, cutting money for cohesion cannot be an option in any way. It is not only a financial issue, but it will negatively affect the principles of solidarity."@en1
