"Mr President, we will vote against this report not least because the rapporteur proposes exerting pressure on the Commission and the Council to speed up the process of visa liberalisation for Kosovo. Do we realise what we are discussing? Do we realise that Kosovo is finding it difficult to reintegrate the thousands of Roma who sought asylum in Germany? This is an extremely sensitive situation for the entire European Union. Do we realise that visa liberalisation – which I have heard said will be used only by students and respectable people, even though I personally do not agree at all with that optimistic statement – will simply mean that Europe becomes a hotbed of Roma? We really do not need this, considering the serious problems we are facing with integration and resolving the extremely severe problem of the Roma. As far as Albania is concerned, I would like to point out that the Commission again proposed in May that Albania and Bosnia and Herzegovina should be able to allow their citizens to circulate within the Schengen area with electronic passports. The proposal was not, however, taken forward due to Albania’s shortcomings with regard to reintegrating repatriated Albanians. I believe that security and control issues exist that weigh on visa liberalisation like boulders. We need to think about this very carefully: visas are necessary, and how!"@en1
