"Mr President, as mentioned earlier in this debate, Russia chose not to take part in the cooperation in the context of the European neighbourhood policy, presumably because it feels that it was not treated in a sufficiently respectful manner. Instead, we have developed this strategic partnership, which unfortunately is not working in quite the way that it ought to. Mr Füle mentioned earlier that he did not intend to cut back on the Baltic Sea Programme, and I assume that this is a direct consequence of our failure to get projects with Russia off the ground. This is extremely worrying. Cooperating with Russia is not easy – coming from Finland I am well aware of that. It is possible, however, if we approach Russia in the right way, in other words with respect, and if we realise that Russian culture is a little different from ours. I would venture to suggest that there is scope for improvement in the Commission’s knowledge of and attitude towards Russia. It is absolutely essential that we get cooperation with Russia off the ground. We only need to look at the Baltic Sea Strategy, where the position adopted by Russia is absolutely crucial in various ways. I look forward to some good initiatives from the Commission in this regard."@en1
