Mountain regions, islands and sparsely populated areas should benefit from a special status that enables them to overcome their inherent constraints. Therefore, in order for these regions to be better adapted, a European strategy promoting the social and economic development of the least favoured regions is essential; this should be done using specific programmes that allow these regions to overcome their backwardness.
