"The European Union is perhaps the most mobile area in terms of population, with a high population density, especially in conurbations. These conditions make the transmission of germs and diseases more likely, which will make biocides a necessary part of our life, with the aim of preserving high standards of health and hygiene. Biocides need to be effective, which is why handling them can also become dangerous. However, the new regulation on biocidal products must be applied fairly to the private companies manufacturing them so that they do not end up in a situation where they would be short of raw materials for producing the biocides. This situation would be unfortunate at a time when these substances are very much needed. The report submitted during Parliament’s plenary has clearly indicated that the Commission’s proposal for a regulation requires considerable improvements to enable the objectives which it has also suggested to be achieved. The new regulation must take account of three essential areas: environmental protection, consumer protection and safe and practical implementation by manufacturers."@en1
