"Mr Van Rompuy, I would like to remind you that we have two important international environmental conferences coming up soon: one will be taking place in October, in Japan, and will be devoted to biodiversity, and the other one on climate change will take place at the end of this year.
Both conferences will be held under the auspices of the United Nations and we need the European Union to play an active role, but, at the same time, we have to ensure that international findings and positions are in line with the direction being taken by the European Union.
We all know that, but we also know what happened in Copenhagen, where Europe came forward with a number of different positions, and that was not good news for the progress of the actual negotiations.
I would, therefore, like to ask you: what does the Council actually mean when it says that we have to speak with one voice? I would also be interested to know whether or not the prime ministers are prepared to undertake a specific commitment in that respect."@en1
