lpv:translated text	"Mr President, Commissioner, ladies and gentlemen, the Treaty of Lisbon has given us a new legal basis, and Article 174 in particular gives us the task of promoting territorial cohesion. What that specifically means for regional policy and for the Commissioner for Regional Policy is that he must look after this policy area and also those areas with special topographical characteristics, such as mountain regions and islands. We must therefore create a specific policy for this group. As Mr Zeller has said, this must not simply result in us having lots of programmes and providing money for these, but rather should involve incorporating the necessary flexibility into the European programmes. This relates to the indicators to be provided but, above all, also to the policies that we particularly want to promote. However, it is not just down to Commissioner Hahn to push through decent policy in this area, because policies for mountain regions have a role to play in all areas of European policy. Agricultural policy has already been mentioned. Here, too, the particular circumstances of mountain regions call for assistance or balancing by special measures. It plays a part in transport policy – I myself come from a country that faces particular challenges and problems in connection with international goods transport. Here, too, we are trying to incorporate the necessary exemptions into the Eurovignette Directive. The Member from Finland mentioned the Postal Services Directive. If he had read it carefully, he would have seen that we incorporated solutions to these problem areas very well in the last legislature. As representative of the regions, Commissioner Hahn has a particular responsibility to ensure that these special characteristics have resonance in all the policy areas of the European Union. Only then will we be able to ensure that our objective of territorial cohesion, as laid down in the treaty, is truly achieved."@en1
