"Mr President, Commissioner, the motion for a resolution correctly points out that mountain regions, islands and sparsely populated areas are faced with serious challenges and therefore need special regional development programmes and support. The proposal suggests GDP as an indicator. In this context, it is important to emphasise that we must continue to use GDP as the gauge of a Member State’s eligibility for regional political aid when it comes to apportioning EU funds. GDP is a key measure of development, progress and the effect of regional development actions, and it is an indicator that can also be linked to other yardsticks. However, all this does not mean that we may disregard the social and environmental consequences of economic decisions, since growth can only be useful if coupled with social development and improved quality of life. At Member State level, each country’s decision makers can take into account other indicators when allocating development funds among regions, such as when determining Member State support for mountain regions, islands and sparsely populated areas. However, I would also like to draw the Commission’s attention to the fact that at EU level, we must continue to use GDP as a fundamental indicator of eligibility for support, to ensure continued efficient use of support by less developed Member States."@en1
