"Mr President, ladies and gentlemen, tomorrow’s vote is important to the over 90 million Europeans who live in mountain regions. Article 174 of the Treaty of Lisbon recognises the importance of mountain regions and specific regions. However, this article must be implemented by means of a specific policy. We need to move from words to deeds. Mountains are not just about clean air, nature and holidays. Aside from this, there are real problems that the people who live in mountain regions must face every day with great difficulty. The lack of infrastructure makes it more difficult for people and goods to move around, and accessing services is made more difficult because of extra costs for businesses and citizens. In order to prevent depopulation of mountain regions, we must guarantee that the people who live there have decent living conditions with modern services and adequate healthcare, just like all other European citizens. Mountain regions also offer a great opportunity for clean energy production, energy saving, and quality agriculture that is environmentally friendly. To achieve all this, money must be invested in a framework programme that touches on every aspect of mountain life. This initiative is supported by all of the political groups and by European mountain region organisations such as Euromontana and the European Association of Elected Representatives from Mountain Regions (AEM). It also fulfils a wish expressed by President Barroso himself. It is now up to the Commission to implement this request promptly and involve the regions in accordance with the principle of subsidiarity. I would like to conclude by specifically proposing the appointment of an Acting Commissioner for the mountain and specific regions to effectively coordinate this new European policy."@en1
