"Mr President, energy security is one of the key elements for safeguarding the future. It is a public good that the EU has a duty to provide for its citizens. The question is not if, but how, the Community should act in order to make Member States secure in the energy field. For that purpose, two elements are required: first, proper legislative instruments and, second, political vision and the will to implement those instruments. As for the legislative package that has been negotiated in a very effective manner by the rapporteur, Mr Vidal-Quadras, I would estimate that, when compared with initial ambitions, two-thirds of the goal of providing energy security for the EU as a whole have been reached. The package provides us with ambitious rules concerning infrastructure, introduces the system for Community reaction to emergency situations, and incorporates the principle of solidarity, as stipulated in Article 194 of the treaty, as a binding provision. However, there are some important omissions, especially in the external dimension of EU energy policy. The regulation omits the role of the High Representative and only vaguely refers to the southern corridor, Nabucco or cooperation with our ENP partners. However, the overall text represents huge progress – or rather may do so, if duly implemented."@en1
