I have to put it on record that I am opposed to the document tabled in view of the fact that it postulates equality of rights between Roma communities and citizens of the host countries without, however, substantively asserting any equality of duties between the two sides. I must also dissent because it does not establish a legal position but confines itself to criticising the policies implemented by the governments of Italy and France. Furthermore, the document completely ignores the confirmed problems of law and order, which some Member States are trying to control with the means that the law places at their disposal."@en1
