"Madam President, the prison sentence given to Haytham Al-Maleh is a clear reflection of the current state of human rights in Syria. It is a very questionable move to extend the judicial power of military courts to civil ones, which rarely, if ever, can be justified. Without in any way wishing to understate the inappropriate treatment to which Haytham Al-Maleh has been subjected, I want to stress that the real problems are deeply entrenched in the structures of Syrian society. The state of emergency that put many constitutional rights on ice has been in effect since it was declared in 1963. The original main justification for its continuation, the conflict between Syria and Israel, lost its credibility a long time ago. No government can remain in power for decades and claim that it functions according to democratic principles. I urge the European Parliament to condemn in no uncertain terms the continuation of the state of emergency and support all steps to enable the return of genuine democracy to Syria."@en1
