Report of the EC on the improvement of the regulations encompassing the years 2007 and 2008, the third strategic study on the improvement of regulation of January 2009 and the Action Programme on Administrative Burden Reduction of October 2009. The rapporteur seeks stronger enforcement of subsidiarity and proportionality as the fundamental requirements of European law in order to allow Member States to exercise their own legislative powers and seek to ensure that the expectations of their citizens are fulfilled. However, as regards the question of judging the impact of legislation and the reduction of administrative burdens, further efforts are needed. The report draws attention to the fact that 32% of the administrative burdens in the EU are caused by the overly rigorous application of European law by Member States, which exceeds the requirements of European legislation.
In the new Member States, we encounter these ills quite often. I welcome the fact that reference was made to new opportunities for the European Citizens' Initiative. With the entry into force of the Treaty of Lisbon, the citizens of the European Union have, for the first time, been given the opportunity to participate actively in the creation of European legislation. The report as a whole is a contribution to our legislative activity and I am in favour of its approval."@en1
