It is important to emphasise that the text calls on the Member States to take decisive action to raise employment levels, and particularly to foster mobility among young people. The objective of creating new and better jobs, reducing unemployment and raising the employment rate of the active population to 75% must be the target to reach in the coming years. The active population must become the focus of any economic development policy for the European Union.
