"Organised crime has long spread beyond the borders of individual countries, and now extends over many areas of the world. This situation, which is a reality of our times, demands a concerted, uniform response from the international organisations, countries and peoples who are the victims of criminal acts. The agreement between the European Union and Japan on mutual legal assistance in criminal matters is another step in this direction. States under the rule of law have an obligation to ensure that the borders that separate them in terms of international law are not used by criminals as a way of escaping justice, avoiding sentencing and denying their victims fair compensation.
The more effective the police and the judicial authorities of individual countries, the more exchange of information and the adoption of best practices will bear fruit for everyone, and the more we will all benefit from mutual legal aid. I hope that this will come about."@en1
