The judicial and procedural basis of the report is excellent and it represents a decisive step forward in legal cooperation – not merely with Japan – and I hope it will be used as a model for future reports on assistance with other third countries.
European citizens often find themselves committing a crime when abroad, sometimes unaware that they are infringing the laws of their host country. In any case, it is essential to guarantee legal and judicial assistance, beginning with translation, the opportunity to express yourself in your own language and the opportunity to obtain aid and assistance in your own language. We must clearly take into account certain difficulties relating to the different legal systems, but I believe certain guarantees must be observed and respected in all cases."@en1
