"First of all, I would like to congratulate my colleague, Mr Őry, on drafting an excellent report. The guidelines should be clear and simple, and reducing their number is a step in the right direction. Achieving a rise in employment levels is a key challenge. Simply reducing structural unemployment will not suffice. It is important to anticipate and prevent problems, and to cultivate and develop enterprise and flexibility. It is not enough just to increase the number of people entering higher education. Higher education must educate at the right level and in those areas where there is a need for employees. The best way to escape from poverty is employment. Often, however, individual support programmes are necessary. It is also essential to monitor the effectiveness of work in this area. A condition for the success of the Europe 2020 strategy is that it be closely tied to cohesion policy. Simplification of the Structural Funds and a reduction in the associated bureaucracy should serve the objectives of the strategy."@en1
