"I fully support the text of the resolution establishing a regulation that offers the possibility of implementing a safeguard clause in cases where South Korean imports threaten to cause serious injury to European manufacturers and the manufacturing industry following application of the FTA. Regional application of this clause is essential for enabling not only Member States but also industry and Parliament to request the start of investigations to safeguard European exports within a short time frame. Voting in favour of the Zalba resolution allows us to adopt a clear and decisive stance vis-à-vis the Council to confirm the role of Parliament, which is a stakeholder in and not merely an executor of European trade policies. We are very surprised that the Belgian Presidency has put the proposal for a decision on the signing and provisional application of the treaty on the agenda of the next Foreign Affairs Council before Parliament has started discussion of the treaty and before finding out the outcome of Parliament’s vote on the safeguard clause, without an official trialogue, even though it is aware of the unknowns surrounding the final content. There is therefore an evident need to call on all the institutions to observe greater mutual respect as laid down in the Treaty of Lisbon."@en1
