"Mr President, you, I and a few others have stayed on. I voted in favour of this report because I believe it is important for the relationship between politicians, in their positions of responsibility, and the electorate, and all this may serve as a central element of our representative democracy. I believe that all this is an important requirement for ensuring the citizens’ full, conscious and democratic participation in the EU integration process. Unfortunately, it must be observed that the last European elections, too, had a high rate of abstention, and this is quite common in all the European countries – and not only in Europe. It clearly demonstrates just how little information citizens receive about European policies and issues and, regrettably, how detached they feel from our institution. In view of the fact that the Treaty of Lisbon introduces a new form of citizen participation in the European Union’s decision-making process, it is important that we make an effort to close that gap. The institution must, in fact, strive to guarantee unrestricted access free of charge to all public information issued by the European Commission. Finally, I must point out how essential it is to ensure that the European institutions work in conjunction with the people and the responsible national authorities to improve communication. Moreover, all this must be achieved by encouraging the Member States to take a more active role in informing citizens about matters relating to our Europe."@en1
