"Mr President, we are being called on today to approve an important legislative text relating to international trade, the implementation of which will have serious consequences for the European market. Given the current international economic crisis, whenever a Free Trade Agreement is executed, care must be taken, step by step, to ensure that there is no risk of causing serious losses to productive sectors in the Union.
The safeguard clause in the Free Trade Agreement with Korea is needed so that it can be incorporated into EU legislation, so that it has the force of legislation, and so that it can be activated without complications. At the same time, the European Commission needs to systematically monitor import and export statistics, so that it can intervene directly if imbalances arise. Also, compliance with specifications relating to working conditions and environmental standards needs to be carefully monitored in order to avoid creating unfair competition between the same or directly competing products as a result of failure to apply the above criteria to the letter.
Finally, I should like to highlight the fact that we endorse the application of the regional clause to safeguard the optimum operation of the internal market, as it allows measures to be taken in regions and countries with productive sectors which often have an important share of a core market. As the Free Trade Agreement with Korea is the first to open Europe up to such a large Asian market, we need to take particular care, because it will act as a precedent for other such agreements."@en1
