"( ) In February I voted against the agreement because it violated the principles of necessity and proportionality, as well as the integrity and security of European financial data. This new agreement is better than the previous one. There have been improvements, such as a narrower definition of terrorism, the exclusion of Single Euro Payments Area (SEPA) data, the monitoring mechanism and recognition of the rights of the European public. This agreement, however, continues to allow the mass transfer of data (bulk data). The choice of Europol is wrong. Europol is neither a judicial authority nor a data protection authority. Giving Europol new functions would only be possible by changing the legal basis, with input from the European Parliament. The wording of Article 20 in the agreement diminishes the effectiveness of the recognition of various rights which have just been considered at the request of Parliament. I look forward to the Commission submitting an initiative to create a European Terrorist Finance Tracking Program (TFTP), and expect that this will provide a more solid solution, allowing data mining only to take place within the EU. For all these reasons I decided to abstain from voting, as I still cannot conscientiously accept that this agreement has reached an acceptable level."@en1
