"Madam President, ladies and gentlemen, the environmental disaster playing out in the Gulf of Mexico in recent weeks must serve as a warning for us all. If a similar event were to occur in a closed sea such as the Mediterranean, which boasts an inestimable level of biodiversity that is unique in the world, the consequences would be unimaginable. In this connection, last week, I tabled a written question highlighting the fact that offshore oil platforms are subject to a less binding civil liability regime than large industrial plants. This means that if a spill occurs, the oil company is only responsible if it was at fault or negligent and only in that case is it required to pay for the environmental damage caused. Of the 103 industrial accidents that occurred in 2008, 17 occurred on oil extraction platforms. Even though platform supervision and control are the responsibility of national authorities, a European initiative aimed at increasing the safety of extraction rigs would certainly send out an important signal. Placing Europe’s environmental heritage at risk could prove an irreparable mistake for all of us and, above all, for future generations. Therefore, I say greater security and better controls for the common good."@en1
