"Yesterday in this House, we received a visit from a man who is neither a diplomat nor a foreign policy expert. I am referring to Mr John Ging, the Head of UNRWA in Gaza. He has told us more about the problems of Gaza and the Middle East than all the diplomats and special envoys headed up by Mr Blair – and we do not know what he is actually doing there in any case – and foreign ministers who do not wish to visit Gaza and who are unwilling to deal with serious problems.
My point is: I congratulate you on establishing the European External Action Service and I thank you for the efforts that you and Members of this Parliament have made in order to make this service as effective as possible. However, its value will depend upon the extent of its creativity and the amount of intellectual output it generates. I, too, would like to join those who have wished you success in recruiting and commanding a strong team of creative, independent and intelligent people."@en1
