"Mr President, Baroness Ashton, Mr Šefčovič, congratulations on the establishment of the 28th diplomatic service, which we are now launching without knowing what powers this service is to have, what it will cost, who will serve in it in its final form, or exactly how many officials it will have – after all, there are also local employees and contracted employees. We are faced with a structure that has a number of weaknesses. It is also the European service that is most difficult to control. For this reason, I would like to emphasise that I am happy to hear that you recognise our right of discharge and our budgetary rights, but would ask you to help ensure that we can exercise these rights in practice. In other words, you must convince the Council that we need the statement of assurance from the EU ambassador, and we need it urgently. This is also one of the most significant points in the Financial Regulation. I would call upon you to reduce the administrative costs of this structure by using as much as possible of the Commission’s administrative infrastructure, by which I mean more than has been planned to date. I believe we owe it to the taxpayer to choose more affordable structures and to offer better value for money in implementation than is currently on the table. Please publish the costs of this structure and eliminate inefficiencies between your service and the Commission, as well as the conflicting directives from your own staff. Only then will the service meet with the success it so desperately needs."@en1
