"The objective of the 1996 Integrated Pollution, Prevention and Control (IPPC) Directive is to prevent and control emissions to air, water and soil from industrial installations across the European Union. The aim of the IPPC is to promote the implementation of Best Available Techniques (BAT), or rather those economically and technically viable techniques which are most effective in achieving a high level of environmental protection. The best available techniques are defined in the BAT reference documents (BREFs), which are drawn up through an information exchange involving the Commission, Member State authorities and other stakeholders (the ‘Seville Process’). At the plenary sitting on 10 March 2009, Parliament discussed, at first reading, the Commission’s proposal to establish emission limit values directly on the basis of BREF documents: Parliament countered this with a fundamental change providing for the setting up of a committee which would have the task of laying down measures to limit emissions in the form of minimum requirements. I support the proposal to establish Union-wide minimum requirements for emission limit values only for businesses that request intervention from the EU, according to environmental impact criteria and the stage of implementation of BAT in the sector in question."@en1
