lpv:translated text	"The Frontex agency was created in 2004 under the terms of Article 66.2a and Article 66 of the Treaty on the Functioning of the European Union, and it began its duties on 1 May 2005. This agency was conceived as an important tool in the common European strategy for combating illegal immigration. The aim of the proposal for a Council decision, subject to the adoption process, is the signing and conclusion, on behalf of the EU, of the agreement between the European Union, on the one hand, and the Swiss Confederation and the Principality of Liechtenstein, on the other, on the terms of those countries’ participation in the European Agency for the Management of Operational Cooperation of Member States in the European Union – Frontex. I welcome the conclusion of this agreement, thanks to which these two countries will be able to contribute to closer cooperation in matters relating to the control and monitoring of external borders. I hope that the Member States will make every effort to conclude the necessary ratification procedures for the association of the Swiss Confederation and the Principality of Liechtenstein with Frontex as soon as possible."@en1
