"Mr President, I would like to comment on two matters. The first is a quick answer – the match has ended and the score was 3:2 to the Dutch. The second matter concerns Member States with a coal-based industry and the draft directive. Poland is participating, and is going to participate, in the realisation of European energy strategy, so we welcomed the compromise reached in the trialogue on the draft directive on industrial emissions. Poland has a fuel structure which is unique at world level – over 90% of its electricity and heat are generated using local coal, which gives our country security and a high degree of energy independence. The transitional periods for large combustion plants concerning SO and NO emissions are particularly important to us. Without the derogations, it would be necessary to carry out, in a technically and economically unjustified way, the premature and sudden shutdown by the end of 2015 of over 30 functioning power plants and over half of the thermal power plants and district heating plants which supply the population and industry. The transitional periods allow the process of shutting down generating facilities to be spread gradually over the years 2016-2023 and the facilities to be replaced with modern power units of the highest potential generating efficiency. The investment process which has begun in our country is also directed towards fuel diversification in accordance with current energy policy up to 2030. This will allow a reduction in the share of solid fuels in the production of electrical energy to below 60%. It should also be said that Poland, when implementing the requirements of the climate and energy package, is going to have to make an enormous effort to achieve, in 2020, a 20% share of renewable energy, an improvement in energy efficiency and technological redevelopment of energy generation for low levels of CO emission."@en1
