"A staggering 5.5 million young people, or 21.4% of all young people under 25, are currently unemployed. This is almost double the average unemployment rate. In the European Year for Combating Poverty and Social Exclusion, Mrs Turunen’s practical proposals come not a day too soon. We must prevent the social exclusion of a whole generation of young people and the jeopardising of Europe’s economic and social future. After four months’ unemployment, young people should have the right to a job or paid apprenticeship, training, or a combination of the two. There should be a quality charter to ensure that apprenticeships provide a reasonable income and are of limited duration. In addition, the resolution calls for 10% of the European Social Fund to be reserved for projects helping young people to find work. Moreover, the European Commission should ensure that existing legislation in the various Member States does not discriminate against young people and guarantees them access to social advantages in terms of employment. Long-term unemployment at a young age has a pernicious effect on a person’s self-confidence and optimism for the future. Addressing this is an important task for responsible politicians."@en1
