"The present proposal is for the creation of a legal framework for the implementation of Intelligent Transport Systems (ITS) in Europe in the sphere of road transport and interfaces with other modes (global positioning system, automatic alarm system and traffic control instruments). This directive is intended to ensure greater inter-operability in the transport system and create an efficient cooperation system between all parties interested in the ITS. The four priority areas identified are: (i) better use of traffic routes and journey data; (ii) management of European transport corridors; (iii) road safety; and (iv) integration of vehicles into transport infrastructure. All these objectives will allow road transport to become more efficient, safer and greener, and will ensure better inter-operability with other modes of transport and, for this reason, creating the conditions for an effective application of ITS systems. The agreement made with the Council, and outlined in this recommendation, will, in the words of the rapporteur, pave the way ‘to make up for delays on ITS applications and services and remove inefficiencies on travelling by making transport more efficient, safer and secure while contributing to the policy objective of making transport cleaner’"@en1
