"The European Union and its Member States are facing a major financial, economic and social crisis. They must make considerable efforts to secure as many jobs as possible and achieve the highest possible employment rate in Europe. In order to beat this crisis, the EU must step up its efforts and invest in skills, vocational training and in creating sustainable jobs. The objective of the EU 2020 strategy should be to launch effectively an extensive European initiative on employment which will, for instance, reinforce activation schemes, particularly for the low-skilled, through personalised advice, intensive training or retraining and upskilling of workers, apprenticeships, subsidised employment and non-refundable start-up grants for the self-employed and businesses. These measures can be financed by the Payments Committee of the European Social Fund. Early intervention is required at the moment when jobs are actually lost, not least in order to reduce the risk of people becoming excluded from the labour market. These measures are required at a time when the unemployment rate has risen in the EU 27 from 8% in 2009 to 9.6%."@en1
