"As I noted earlier with regard to its environmental problems, the European Union should make the Baltic Sea one of its priorities due to the particularly serious circumstances which affect it. As this is now one of the main routes of communication and exchange between Member States, it reminds us of the role that the Baltic has had in the past. It also highlights the need for the European Union and its Member States to recognise the existence of regions which have an advantage in being seen by those Member States as functionally integrated entities due to their identity and the problems and challenges to development which they face. The Baltic Sea and the regions of Member States that lie on its shores have the necessary capabilities to become part of and operate as pilot macro-regions. I hope that the conclusions arising from the practical implementation of the EU strategy for the Baltic Sea region will allow the future role of macro-regions in European cohesion policy to be more accurately and appropriately assessed."@en1
