Mostly, there is a lack of implementation and monitoring, as with fishing quotas, for example. The conservation of ecosystems for the benefit of future generations must be a key concern for the EU, even when aquacultures can, given certain prerequisites, present a benefit to the environment. Generally, what matters is to preserve a sensitive balance between environmental protection and animal welfare, on the one hand, and the economy, on the other. With this report, the EU would become a full member of the Protocol on Integrated Coastal Zone Management. EU Member States with access to the sea are already ICZM members, however.
