"The recently completed Spanish Presidency of the Council of the European Union, was, for at least several reasons, one of the most important of the last decade. Firstly, Spain had to face the difficult task of ‘testing’ the changes introduced by the Treaty of Lisbon. These changes were implemented efficiently, despite the fact that almost until the beginning of the Presidency, the government in Madrid did not know which treaty would be the basis for shaping the Union agenda. Secondly, Spain had to face up to the greatest financial crisis in the history of the common currency, the euro. I would like to remind everyone who has a sceptical view of the recently completed Presidency that the Spanish Government was one of the first to properly estimate the scale of the crisis and demand introduction of effective countermeasures, including sanctions for exceeding the permissible budget deficit. Thirdly, the Spanish Presidency should be valued for its enormous contribution to work on the SWIFT negotiations and the form of the European External Action Service. Thanks to Madrid’s work, which, at first sight, was not very effective, agreement in both areas is now within arm’s reach. The results of the Spanish Presidency of the Council of the European Union can most certainly be considered successful. Let us hope the Belgian Presidency which has just begun will maintain the current pace of work and take the road marked out by the government in Madrid."@en1
