lpv:translated text	"Mr President, Mr Rodríguez Zapatero, I would have liked to have made a different speech today, believe me. You set out six months full of ambition, and set the bar so high with your claims that, when these are compared with what was actually achieved, disappointment was inevitable. What is certain is that you have not been able to overcome a complex situation for which you lacked leadership and credibility. You yourself pointed out once that the European Union is a club with rules and I agree. However, it was up to you to demand obedience to these rules. The reality is that it was the government of Spain that urgently needed to fulfil its obligations. Within this context, positive achievements, whilst not lacking, have been undistinguished. Unlike me, you have had time to talk about them. Democracy is a public opinion-based system. This is how it seems: President Obama’s disdain, as well as the cancellation of the Mediterranean Summit and the one announced between the European Union and the United States, constitute very significant failures. The rush to reach improvised agreements at any cost has not helped the image of Spanish management: as a way of achieving a respectable objective, it could be described as amateurish. Spain is a great nation, and will continue to be one, despite the poor management of this period. Our diplomats and officials have kept a stiff upper lip and, thanks to this, Spain’s prestige will survive. The truth is that the situation in Spain will count for more within the value judgment that will be made of this Presidency than what was done or not done here. Someone who has taken his country into a phase of uncertainty and unrest would have difficulty in providing leadership for an enterprise this difficult. At best, this Presidency has been sadly irrelevant."@en1
