lpv:spoken text	"Mr President, fiscal and financial reforms – pivotal as they are – are not a substitute for structural change and competitive growth policies. That is why, firstly, I would like to address briefly the role of cohesion policy in the delivery mechanism of the EU 2020. In its conclusions, the Council sent us a clear message to integrate cohesion policy in the implementation of the EU 2020. After all, according to the recent March communication from the European Commission, this policy area was the only truly successful strand in the delivery of the Lisbon Strategy. Why? Because, it sets out binding guidelines or conditions for the transfer of European resources to a Member State, region or city. It also gives Member States and regions the scope to translate common European objectives into their own reality. It is efficiently adapted to monitor and support the achievement of goals; and, last but not least, it has an efficient sanctions mechanism. On economic governance, I strongly support the idea of going beyond fiscal surveillance towards the competitiveness-related factors which generate or contribute to imbalances. I also believe we should state today – clearly, urgently and loudly – why fiscal surveillance did not work and why the Stability and Growth Pact did not deliver. Continuing to rely exclusively on decentralised fiscal discipline might give us ‘better’ European governance but it will not give us ‘good’ European governance."@en1
