"Mr President, the risk of flooding can be minimised, and it is lower when movements of water are precisely simulated and monitored. The natural disaster in Poland began with local flooding caused by a lack of storm drains and low retention, and was followed by large-scale floods. Storage reservoirs and modern embankments reduce the probability of flooding and are essential, but the exclusively market-oriented neoliberal policy of a cheap state, low budget and low taxes delays expensive hydrotechnical investments. The large river at the centre of Europe – the Vistula – is an unspoiled river, which can please only the ecologists, but it is a shameful affair for my country. Implementation of the Vistula Programme, which was begun in the 1970s and whose objective was to civilise this beautiful river, was abandoned for political reasons. The authorities of the People’s Republic of Poland and their successors were accused of gigantomania, but now we have gigantic losses and misfortune. Modern investment based on cohesion funds is essential."@en1
