lpv:translated text	"The European Union attaches particular importance to respect for human rights, both inside and outside its borders. The European Union’s 10th annual report on human rights in the world in 2008, drafted by the Council and Commission, provides an overview of the activities carried out by European Union institutions with regard to human rights both inside and outside the EU. I believe that the Commission and Council must make greater efforts to improve the European Union’s ability to respond quickly to human rights violations in third countries. In fact, the promotion of human rights, one of the main objectives of the European Union’s Common Foreign and Security Policy (CFSP), as stipulated in Article 11 of the Treaty on European Union, must be applied rigorously as part of the dialogues and relations which EU institutions conduct with any country in the world. The Commission must encourage European Union Member States and third countries with which they are currently conducting accession negotiations to sign and ratify all the basic conventions of the United Nations and Council of Europe pertaining to human rights, along with the optional protocols annexed to them, as well as cooperate in devising international procedures and mechanisms relating to human rights."@en1
