"The GMES Earth observation initiative is an important project for the European Union’s future. A well-thought out financial framework is vital for implementation of GMES, as well as for the provision and use of the data and services. In this situation, it is especially important to ensure that sufficient funding is in place at the right time, both during the initial operations and after the completion of that phase, so that the data and services offered are available in a reliable manner without interruption. It would be good if the funding envisaged for the initial operational phase in the Commission proposal was increased, since this would enable commitment appropriations to be made for other areas of the space component. All EU citizens and companies must have free access to the data and services offered by GMES, so that a downstream market develops, especially among small and medium-sized enterprises. Another GMES objective, alongside environmental and security aspects, is the promotion of progress and innovation. Free access should also be possible for companies outside the European Union, subject to reciprocity ensuring access to non-EU data for individual European citizens and companies."@en1
