"Madam President, creating jobs and growth is a noble aim. The question is how we achieve them. I fail to see how we can achieve them by cutting spending quickly and deeply. Unfortunately, it seems that many Member States, through political dogma, are intent on doing this. In the UK, despite lower debt and growth forecasts, the government is relishing the prospect of cuts in public spending and public services. Instead, we should be planning for the future and planning for growth. The EU should do likewise. We need to ensure we have strong policies and adequate funding for research and development, for education and training and, of course, for cohesion policy and structural funds, which is so important to many regions right across the EU. I would hope the Council recognises this and puts in place those policies and prepares for recovery and growth."@en1
