"Mr President, the summit at the end of this week is genuinely important and I am surprised that it is only lasting for one day. Given the large number of items on the agenda, it will not be possible to solve any of the problems. I would like to give my wholehearted support to Mr Barroso when he says that solidarity and responsibility are needed. However, Mr López Garrido, solidarity and responsibility also mean that Europe must not be allowed to fall back into intergovernmental cooperation which excludes the European Commission and the European Parliament. Some of my fellow Members have referred to the Community method. We are calling on the Council in the strongest possible terms not to reverse the democratic progress that has been made over the last 30 years. We do not need a reorganisation of the euro area or separate secretariats, which some of the members of the Council are calling for. We have the Commission and the Commission is facing a challenge. If the Commission does its job, it will have our support for the regulation of the financial markets, the definition of long-term goals and the implementation of the Community method. Mr Schulz has been complaining about the lack of morality in the markets. I can only say that we should not shoot the messenger who brings the bad news. It is the responsibility of the Member States which suspended the Stability and Growth Pact five years ago. It is the responsibility of the Member States which have not followed the rules. Therefore, I would like to call for strict regulation of the financial markets. However, this should not divert us from continuing to take responsibility for our own actions."@en1
