"Mr President, Mr Verhofstadt, you yourself have been a Member of the European Council; you know the European Council well. Indeed, the European Council is a very important institution, but it cannot micromanage economic policy. That would be a fundamental mistake. Not only would it go against the spirit of the treaties, but it would be a fundamental mistake. The European Council does, of course, give direction and impetus – this is laid down in Article 16 of the treaty – but, afterwards, it is up to the various institutions, to the Commission, within the scope of its powers, and also to the Council, within its various groups, to verify the implementation of policies. I am anxious to tell you that the Commission is determined to play a full part in monitoring the entire process of the 2020 strategy. We now expect our Member States to support this strategy. I am encouraged by the discussions that have taken place so far. I also expect the support of the European Parliament. I am very encouraged by the positions adopted by this Parliament, and I can tell you that the Commission is ready to play its part in full. To conclude, Mr President, I should like to thank you most sincerely for the very clear position that the four main political groups in this House adopted in the press conference, which was one of defending the Community method and respect for the spirit of the Treaty of Lisbon."@en1
