"I wish to begin by congratulating Estonia on the particular efforts it has made in meeting the convergence criteria by adopting prudent policies. This will make it the 17th country to adopt the euro. During a difficult period for the European economy when there has been ever-increasing speculation about Member States leaving the euro area, Estonia is demonstrating that it is prepared to switch to the single currency.
This also sends out a strong signal in terms of the euro area’s possible expansion towards the east. The other eight countries featuring in the 2010 convergence report, which also included Romania, have made uneven progress towards adopting the single currency and, at the moment, they do not meet all the criteria for joining the euro area. Finally, I wish to state that any Member State must only adopt the euro at the time when it is fully prepared to do so."@en1
